Meet Bill

Bill Winney is running for office because he believes Wyoming is at its best when leaders are honest, prepared, and willing to stand up for people who are being overlooked.

Bill’s life has been shaped by service, faith, and family. He met his wife through the Presbyterian Church, and they were married on June 9, 1972. Not long after, Bill graduated from the United States Naval Academy as part of the Class of 1972 and began a career of service that would span three decades. Wyoming has been his legal home since 1978, and it is the place he chose to raise his family and put down roots.

During his Navy career, Bill served on nuclear submarines and eventually commanded two of them, the USS Benjamin Franklin and the USS Holland while stationed in Guam. He also served three tours of duty at the Pentagon, where he worked on some of the most complex national security and energy issues facing the country. His roles included serving as Assistant to the Secretary of Defense for Atomic Energy and Director of the Tomahawk missile program. He retired from the Navy in 2002.

After retirement, Bill and his wife spent time on the East Coast caring for family members. His father in law was a former prisoner of war in Japan, and caring for family during that period reinforced Bill’s belief in personal responsibility and putting people before politics. Eventually, Bill returned full time to Wyoming, continuing his work in the nuclear energy field while remaining deeply connected to his home state.

Family is central to Bill’s life. He and his wife have three sons, all graduates of the University of Wyoming. One son serves as a captain in the Wyoming National Guard, and another is a chief engineer aboard the USS Francis Scott Key. Bill is proud of the values of service and commitment that his family continues to carry forward.
